On Capitol Hill, the ship of state is so bereft of rudder and sail that the crew is jumping overboard. The latest to abandon ship is Sen. Evan Bayh of Indiana, who minced no words about the dysfunctional Congress he is choosing to leave.

Forget for a moment about health care and financial reform. On national energy and environmental issues, which have been stalled in the congressional queue, we have a critical national security threat, a danger to public health and welfare, and national policy that encourages American families to inadvertently fund terrorists.

Senate Climate Debate: Two Futures, One Choice

Now that John Kerry and Barbara Boxer have introduced their climate bill in the United States Senate, this fall will be all about the dogs.  To get the 60 votes they need to pass a bill, progressive Democrats will be trying to turn Blue Dog Democrats into Green Dog Democrats.
 
Welcome to the dog days of autumn.  Watch for progressives to offer milk bones, kibbles and bits to coax their more conservative colleagues into commitments that conscience alone should be sufficient to dictate.
 
The challenge for leaders in the Senate, as it was in the House, will be to prevent the climate bill from being negotiated into something far less than required to reinvent the American economy and reverse our greenhouse gas emissions, and to do both quickly.
 
Whether Senate leaders succeed in producing public policy that averts climate disaster will depend in large part on how they frame the debate.  Here are three suggestions.


Dressing for Copenhagen

In the Danish fairy tale by Hans Christian Andersen, an Emperor goes out among his subjects in his underwear. Two swindlers posing as tailors have convinced him he’s wearing a suit made from cloth that’s invisible to anyone who is stupid.  Not wanting to accept that he’s stupid, the Emperor parades through his empire believing he’s fully dressed.
It now is up to the U.S. Senate to make sure Uncle Sam is not only fully dressed, but dressed for success when he shows up in Copenhagen Dec. 7 to work on a global climate deal.

From "Cope" to "Hope": Twitter to the Rescue

Can Twitter save civilization? We’re about to find out.
 
As the clock winds down on the big climate negotiation in Copenhagen this December (formally known as the 15th Conference of the Parties, or COP-15), the future of the planet and its inhabitants may be in the hands of tweeters, especially tots, teens and twenty-somethings.
That’s because our diplomats and political leaders appear to be defaulting on their responsibility to act against global climate change.  Rather than busting barriers and forcing breakthroughs on the most complicated and critical challenge of all time, key government leaders are retreating into the rhetoric of low expectations.
 
Majority Leader Harry Reid hints the Senate is too busy to take up a climate bill this year – a delay that  Jim Rogers of Duke Energy predicts could mean that no climate bill will clear Congress until 2011, after next  year’s congressional election.  The rest of the world, which has been waiting for U.S. leadership, is witnessing an impotent democracy.
